Dubai First-Time Home Buyer Program: How To Apply

Published:

Dubai First-Time Home Buyer Program has now helped more than 3,200 residents buy their first homes in the emirate, with residential property transactions passing AED 5 billion since the initiative launched in July 2025.

The latest expansion adds nine more developers, bringing the total number of participating developers to 22. For residents who want to move from renting to owning, this makes the program one of Dubai’s most practical property stories right now.

Who Can Apply?

The program is open to UAE residents aged 18 and above who do not currently own a freehold residential property in Dubai. Applicants can be of any nationality, which makes the scheme relevant to long-term expatriate residents as well as Emiratis.

Dubai Land Department also lists a property value condition: the buyer should be seeking a home below AED 5 million. Residents who own property in another emirate may still qualify, as long as they do not own a freehold residential property in Dubai.

What Benefits Do First-Time Buyers Get?

The program gives eligible buyers priority access to new launches from participating developers. It can also offer preferential prices on selected new units and flexible payment plans for off-plan homes.

Another useful benefit is access to relaxed payment plans for Dubai Land Department registration fees through eligible credit cards, including interest-free instalment options where available. Participating banks also offer improved access to home financing, better interest rates and preferential fees.

Nine New Developers Joined The Program

The latest phase added 4Direction Developments, Arada, Dubai World Trade Centre, IRTH Group, Manam, Qube Development, Reportage Properties, SAMANA Developers and Sky View Real Estate.

That wider developer base should give buyers more choice across locations, price points and property types. It also matters because first-time buyers often need more than a headline discount. They need inventory that fits their real budget.

How To Register

Residents can register through the Dubai Land Department website or the Dubai REST app. The process requires applicants to submit their details and wait for eligibility confirmation.

If approved, the applicant receives a First-Time Home Buyer QR code. That code gives access to program benefits through participating developers and banks. The QR code remains valid until the buyer purchases and registers a property with Dubai Land Department.

What If You Are Not Eligible?

If an applicant is not eligible at the time of applying, Dubai Land Department will notify them of the reason. They may apply again later if their circumstances change and they meet the criteria.

There are no additional fees to apply or participate in the program. Standard registration fees, developer charges and bank charges can still apply unless a specific offer says otherwise.

Why This Matters For Dubai Residents

Dubai’s rental market has pushed many residents to think seriously about ownership. A structured first-time buyer route gives renters a clearer path, especially if they qualify for better financing and early access to suitable homes.

The program also supports Dubai’s wider goal of building a more end-user-driven property market. That matters because a city feels more stable when more residents can put down long-term roots.

Anyone considering the program should compare total costs, not only the monthly mortgage. Include service charges, DLD fees, insurance, maintenance and the risk of future interest-rate changes.
